Thoughts guide perception 

How do thoughts arise?

Thoughts are a manifestation of our cognitive ability in relation to the emotional symptomatic features that help in  storing our impressions , those of which guide us in making many a decision. Thereby thoughts  emerge first and these thoughts could be further consolidated into action. Actions are also based on our judgements, our rationalisations, our reasoning.
Good thoughts lead to good actions and vice versa.
Thoughts are related to thinking that emerge from a response to a stimulus. 
The process is quick like a lightening flash, seeing the stimulus , perceiving it’s characteristics and subsequently reacting or acting upon that given stimulus.
eg. A bull is kept in front of you, or in other words, you were relaxing under a tree , under its shade and doze off, , as you open your eyes, you see the bull, the fierce looking eyes are perceived and so too the mighty horns, a startled reflex action takes you into a leap forward , with the adrenals gushing and heart beat racing fast, faster and faster on your running, not looking back till you reach your gate , your home. 
There were three processes involved,from the attention you gave to the stimulus : 1) seeing from the visual cortex, 2) then perceiving cognitively it’s size, it’s ferociousness with previous accumulated knowledge of the bull and its characteristics, 3) influence of physiological symptoms, the release of hormones ; combination of all three into an ACTION. Fear or flight ! 
Hence all thoughts in our mind arise from the process of Attention that we give to the stimulus. 
This should guide us to giving attention to what is needed and not giving attention to what is not needed. Eg attention and action is needed to the environment, attention is needed to the virus that has brought life to almost a standstill, Attention is needed to ourselves , especially when we need care and concern, as a normal human being. Attention is needed towards our knowledge building, to our professionalism, to our seeking higher pursuits, to our health, to our general well being.
Non attention is needed to people who constantly trouble us, who fail to understand us and our needs. 
Non attention is needed to the rubbish that is thrown in front of us ,in terms of Media , lapping up all news, be it fake. 
Non attention is needed to bullies, to hate mongers , to trouble makers, to immature people, to juveniles who fail to think appropriately.
